Rerolling an item is only beneficial in the case of items with a rare affix.
Rerolling an item resets the base power, as well as all upgrades, and then rerolls all substats in addition to the ones that. This is beneficial if a ring's substats are not what the player wants or if the ring's maximum power was lower than desired.
